    3-1/2 cups all-purpose flour, plus more for dusting
    3 large eggs
    2 tablespoons sour cream
    ¾ cup water
    2 cups mashed potatoes
    ½ teaspoon garlic powder
    ½ teaspoon onion powder
    ½ teaspoon salt
    ¼ teaspoon black pepper
    1 cup grated cheddar cheese
    For Serving
    ½ cup butter
    ¼ cup sour cream
    minced chives
